Braillewriter machine, 100 hours instruction in Braille writing with an
instructor, and readmission into the Helen Keller National Center/School

Client
Assistance Program (CAP)
Purpose
CAP is an ombudsman
program authorized to help persons with disabilities to understand, procure, and
protect their rights to benefits under the Rehabilitation Act. CAP services help ensure that the mandated programs and services under the Federal Rehabilitation Services Agency
(RSA) are provided fairly and effectively and to promote the rights of the person with a disability to seek and receive services.
Client Assistance Program
(C.A.P.) - C.A.P. specialists offer clients understanding and protection of
their rights to benefits and assistance. Help is provided with grievance and
appeal procedures in the pursuit of rehabilitation services funded by Rehabilitation Services Administration (RSA), such as State Department of Rehabilitation and Independent Living Centers. (Serving Van Nuys/Foothill District.)
CAP Provides the Following:

Answers to questions about the Department of Rehabilitation and other RSA agencies.

Informs you of your rights under RSA funded programs and ADA Title I,
Employment.

Assists you in mediation of disputes and appeals when necessary to meet your goals with RSA funded issues.
Eligibility
This program covers persons with disabilities who:
-
Receive services from the Department of Rehabilitation or any RSA funded
agency.
-
Need assistance in the application process, obtaining services.
-
Need assistance in maintaining services from an RSA funded program.
-
Reside in, or receive services in the San Fernando and Santa Clarita
Valleys, Burbank, Glendale, Pasadena, Lancaster, Palmdale, City of San
Bernardino, and Victorville.
