A passionate advocate for independent living, Norma believed every person deserves the opportunity to live with dignity, make their own choices, and fully participate in their community. Her vision extended beyond services—it fostered empowerment, accessibility, and lasting change.
Today, her legacy lives on through the work of ILCSC, the lives she touched, and the continued commitment to the mission she helped build.

Independent Living Center of Southern California Honors the Life and Legacy of Founder Norma Jean Vescovo
VAN NUYS, Calif. – July 9, 2026 — The Independent Living Center of Southern California (ILCSC) mourns the passing of its founder, Norma Jean Vescovo, who passed away on July 6, 2026, at the age of 90.
In 1976, Norma founded ILCSC with a simple but revolutionary belief: that people with disabilities deserve the opportunity, resources, and freedom to live independently and participate fully in their communities. What began as a bold vision grew under her leadership into one of Southern California’s most respected Independent Living Centers, serving thousands of individuals and families across Los Angeles County.
Norma served as ILCSC’s Executive Director for 45 years, retiring in 2021. Throughout her career, she was a steadfast advocate for disability rights, accessibility, inclusion, and self-determination. Her leadership helped shape not only ILCSC, but also the Independent Living Movement throughout California.
Her passing comes during a particularly meaningful year for the organization as ILCSC celebrates its 50th Anniversary—a milestone made possible because of Norma’s vision, perseverance, and unwavering dedication.
“Norma believed that independence is not a privilege—it is a right,” said Matt Scharf, Executive Director of ILCSC. “Her life’s work transformed countless lives and created opportunities for generations of people with disabilities. While we mourn her passing, we are profoundly grateful for the legacy she leaves behind. It is now our responsibility and privilege to carry that legacy forward.”
Lisa Weinberg, President of the ILCSC Board of Directors, added, “Norma dedicated nearly half a century to building this organization into a trusted resource for our community. Her leadership, compassion, and unwavering commitment to the Independent Living philosophy continue to shape our work every day. We honor her memory by remaining steadfast in the mission she devoted her life to.”
Today, Norma’s legacy lives on through ILCSC’s staff, Board of Directors, community partners, and the thousands of consumers whose lives continue to be strengthened through independent living services, advocacy, peer support, transition services, and community engagement.
In lieu of flowers, Norma’s family has requested that memorial donations be made to the Independent Living Center of Southern California. Contributions made in her honor will help ensure that her lifelong commitment to empowering people with disabilities continues for generations to come.
